Overview
The Government of Uganda, with support from development partners, launched the Jobs and Livelihoods Integrated Response Plan (JLIRP) (2020–2025) to enhance sustainable socio-economic development in refugee hosting districts. The JLIRP seeks to promote peaceful coexistence, create economic opportunities, strengthen food and income security, expand skilling, and ensure social inclusion of both refugees and host communities.
To ensure effective delivery, the Ministry of Local Government commissioned PDCC Limited to carry out a Rapid Capacity Assessment of 13 refugee hosting District Local Governments (DLGs). The assessment examined their institutional, human, financial, and infrastructural readiness to implement JLIRP and deliver sustainable livelihoods for refugees and host communities.
What PDCC Did
Conducted institutional gaps analysis of DLG structures, mandates and funding mechanisms.
Assessed capacity for gender mainstreaming, human rights integration, environmental safeguards and results based management.
Reviewed HR systems, training needs, ICT infrastructure, and business processes.
Designed a Capacity Development Strategy and actionable roadmap to strengthen JLIRP implementation across the 13 districts.
Produced deliverables including an Inception Report, Draft and Final Capacity Assessment Reports, and a prioritized Capacity Development Action Plan.
Impact
Identified systemic capacity gaps and training needs in refugee hosting districts.
Strengthened interlinkages between local governments, CSOs, private sector, and development partners.
Provided government with a realistic, time bound capacity development plan to ensure JLIRP targets are achieved by 2025.
Enhanced local government preparedness to deliver sustainable livelihoods for over 1.4M refugees and 5.7M host community members.
