Overview

PDCC Limited was contracted to conduct the baseline study for the Climate Action Model Village (CAM) Project, jointly implemented by AFARD and AWO International with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ).

The project seeks to build climate resilient communities in Nebbi and Pakwach Districts by empowering 3,190 people (60% women, 10% persons with special needs) across 10 villages and 5 schools. Through Climate Smart Champion Groups (CSCGs), School Health & Environment Clubs (SHECs), and a cooperative, the project promotes sustainable agriculture, livelihood diversification, preventive health, and environmental conservation.

The baseline study conducted by PDCC provided the foundation for the project’s monitoring and evaluation framework, household profiling, and performance measurement indicators.

Impact of the Baseline Study

✔ Established the baseline status of project indicators to track resilience, income, and food security.
✔ Developed a gender sensitive M&E plan aligned with the project’s objectives.
✔ Produced a profile of all project households, including demographics and inclusion criteria.
✔ Designed reusable digital data collection tools (Kobo Collect) for continuous project monitoring.
✔ Strengthened the project’s ability to evaluate changes and refine strategies throughout its lifespan.

Expected Project Outcomes

  • Climate resilient villages that can withstand health, economic and environmental shocks.

  • Food and income secure households through climate-smart agriculture and value chain integration.

  • Diversified livelihoods supported by VSLAs, IGAs and financial literacy.

  • Improved public health outcomes through preventive health initiatives.

  • Environmental sustainability through biodiversity conservation and re-greening efforts.
