Overview

The Youth Economic Empowerment Project (YEEP) was a 3 year initiative led by AFARD in partnership with CEGED, with funding from the European Commission. Implemented in Arua, Pakwach, and Zombo districts, the project aimed to tackle youth underemployment and poverty by promoting sustainable livelihoods.

Through vocational skills training, Village Savings and Loan Associations (VSLAs), business start-ups, and agribusiness development, YEEP supported youth to transition from subsistence survival to income generating opportunities.

PDCC Limited was commissioned to conduct the End Term Evaluation (ETE), assessing the project’s performance against its objectives using internationally recognized evaluation criteria of relevance, efficiency, effectiveness, impact and sustainability.

The evaluation followed a four phased approach: inception, field data collection, data analysis and reporting, and dissemination of findings.

The evaluation applied a mixed methods design, including document review, youth surveys, FGDs, KIIs, case studies, and observation. Data was analyzed using SPSS and content analysis tools, with triangulation applied to ensure validity and reliability.

  • 25% reduction in youth living below $1.90/day

  • 50% increase in asset net worth among participants

  • Improved financial inclusion through VSLAs and access to credit

  • Growth of youth led businesses and agribusiness enterprises

  • Strengthened confidence, self esteem and agency among youth
