Overview

Caritas Uganda, with support from Caritas Norway and partner Caritas networks, launched a 3 year Integrated Programme for Good Governance and Sustainable Livelihoods in the dioceses of Arua, Lira and Nebbi in 2017. The programme directly targeted 6,000 smallholder farmer households (30,000 individuals) and 60,000 indirect beneficiaries. Priority was given to vulnerable groups such as people with disabilities, women-headed households, youth-headed households, and persons living with HIV/AIDS (PLWHAs).

PDCC Limited was commissioned to conduct the Baseline Study, providing a comprehensive foundation for programme implementation. The study assessed food security levels, production systems, governance practices, and institutional capacities across the three dioceses.

Programme Objectives

  1. Increase agricultural production and productivity among smallholder men and women farmers.

  2. Strengthen market access and value chain integration for smallholder produce.

  3. Promote sustainable environmental practices and climate-smart agriculture.

  4. Enhance institutional capacity for transparent and accountable leadership in service delivery.

Impact

  • 6,000 smallholder households reached directly (30,000 people).

  • 60,000 indirect beneficiaries supported through improved livelihoods.

  • Strengthened governance systems in 3 dioceses.

  • Integrated food security, income generation and environmental sustainability interventions.
